COMPREHENSIVE BILL FOR THE BENEFIT OF UNORGANISED SECTOR WORKERS

RESOLUTION
The National Executive Committee of BMS meeting at Nagpur on 16.8.2007 expressed regrets at the failure of the Government of India to place the approved draft of the Bill for the benefit of the unorganized sector workers, during the ongoing monsoon session of Parliament. A draft of Comprehensive Bill was first circulated by the GOI in the year 2004. Consultations were held at various fora, on several occasions, and the Bill underwent the process of redrafting. The Labour Minister and the Parliamentary Affairs Minister declared during May 2007 that the Bill would be placed in Parliament during the monsoon session, which is in session, currently. The National Executive Committee condemns the dilatory tactics of the GOI.
The National Executive Committee also expressed its dissatisfaction at the news that the GOI is thinking of passing the Bill in segments, and as a first step proposing to provide social security at few selected centers. BMS strongly disapproves the move and demands, that the Bill shall be comprehensive covering all aspect of workers including Employment Regulation, Safety and compensation for injury, social security and etc. and the benefit shall be available to all the eligible workers at all places, at the same time.
BMS demands that the proposed bill for the benefit of the unorganised sector workers be placed in the on going monsoon session of Parliament without any loss of time and be passed to provide succor to the exploited workers.
